I think your idea of the purpose of the Bible is a tad off. To approach it as a manual, instruction book, or rules handbook is defying its purpose.
The difference between a Christian cab driver in New York and a smoker in St. Louis is that a smoker voluntarily chooses to put a weed in his mouth. New York City cab drivers have no other options.
